Robert S. Gelbard, Chairman

Mr. Gelbard co-founded Washington Global Partners, LLC and provides strategic advisory and consulting services to governments, multi-national companies, and international organizations with business development strategies, advice on government and political relations, market entry and regulatory services, and risk assessments. Mr. Gelbard is currently leading several engagements focused on homeland security technology programs, energy management strategies, aviation services, and defense systems. His primary regions of geographic focus are North America, Central and Eastern Europe, the Middle East, Southeast Asia, and Latin America. From 2002 to 2003, Mr. Gelbard served as Senior Vice President for International and Government Affairs at ICN Pharmaceuticals. Mr. Gelbard has over 35 years of government experience as a diplomat in the U.S. Department of State. Before retiring, he held several senior policy positions including Ambassador to Indonesia and Bolivia, President Clinton's Special Envoy to the Balkans, and Assistant Secretary of State for International Narcotics and Law Enforcement Affairs, where he managed U.S. counter-terrorism policy. Mr. Gelbard is the recipient of numerous awards including the Presidential Meritorious Service Award and the State Department's Distinguished Service Award. Mr. Gelbard earned a B.A. from Colby College and an M.P.A. in Economics from Harvard University.





Andrew S. Bair, President and Chief Executive Officer

Mr. Bair co-founded Washington Global Partners, LLC and provides strategic advisory and consulting services to governments, multi-national companies, and international organizations. Before founding Washington Global Partners, Mr. Bair served as a Senior Vice President at the Willis Group in New York where he provided risk management solutions to large cap companies in North America, Europe, and the Middle East. The Willis Group is an international insurance and risk management firm with 14,000 professionals working in 300 offices in 100 countries. From 1996 to 2001, Mr. Bair served in the State Department as Senior Advisor to the Special Envoy for the Balkans and then as Special Advisor for Counter-Terrorism in the Office of the Secretary of State. From 1993 to 1996, Mr. Bair served as a Senior Political Advisor in the United Nations Mission in the former Yugoslavia where he lived for three years during the war. Prior to his government and international service, Mr. Bair held senior positions at Science Applications International Corporation and BDM International Corporation. He also served as a legislative advisor to former Congressman Thomas Loeffler (R-TX), Chief Deputy Whip of the U.S. House of Representatives. Mr. Bair earned a B.A. in Political Science from Southern Methodist University, an M.A. in National Security Affairs from George Washington University, and an Executive Certificate in International Finance from Georgetown University.
